Abstract
बिहार का वैशाली जिला 2005 से कृषि विकास योजनाओं के लंबे समय तक लागू होने के बावजूद लगातार बेरोजगारी से जूझ रहा है। यह पत्र 2005-2020 के दौरान जिले में बेरोजगारी के मूल कारणों की जांच करता है, जिसमें सामाजिक-आर्थिक, संरचनात्मक और नीति-कार्यान्वयन आयामों का विश्लेषण किया गया है। हालांकि कृषि पहलों - फसल विविधीकरण के प्रयासों से लेकर सीधे लाभ हस्तांतरण तक - ने उत्पादन और किसानों के कल्याण में सुधार किया है, लेकिन वे पर्याप्त रोजगार सृजन में तब्दील नहीं हो पाए हैं। प्रमुख कारण कारकों में भूमि विखंडन और कम उत्पादकता के कारण कृषि में अतिरिक्त श्रम, मौसमी और प्रच्छन्न बेरोजगारी, अपर्याप्त गैर-कृषि क्षेत्र विकास, ग्रामीण कार्यबल में कौशल की कमी, और योजना कार्यान्वयन में कमियां जैसे सीमित कवरेज और लाभों का गलत आवंटन शामिल हैं। द्वितीयक स्रोतों, सरकारी रिपोर्टों और बिहार में क्षेत्रीय बेरोजगारी पर साहित्य के आधार पर, अध्ययन का निष्कर्ष है कि कृषि से परे संरचनात्मक बाधाओं को दूर करना और कौशल विकास और औद्योगीकरण को मजबूत करना बेरोजगारी को स्थायी रूप से कम करने के लिए आवश्यक है।
